Gabion Mesh Sack
Sack gabions consist of a single mesh panel and are supplied with steel reinforcing wires inserted during the manufacturing process. The wire used in the manufacture of the sack gabion is heavily zinc coated soft temper steel.
Sack gabions are filled with rock at the project site to form flexible, permeable, monolithic structures used for emergency and river training works where local conditions require fast installation or where the water does not allow for easy access to the site and where underwater installation is necessary.
Gabion cage is a columniform bag woven by double hexagonal nettings, which is to the standard of ASTM A975-97, and there is a piece of thick wire for belding to close the opening.
When it is used, its filled with selected stones to make a stable building material with good water permeability to prevent or control flood.
We control and check the producing procedure sincerely and all of the wires are sincerely to ASTM A975-97, i.e tensive strength is above 75000psi 515Mpa ASTM A641/A641M-03
Reno Mattress
The Reno mattress is a structure made of hexagonal double twisted wire mesh. Reno mattresses are filled with stones at the project site to form flexible and permeable, monolithic structures such as river bank protection and channel linings for erosion control. The steel wire used to manufacture the mattress is heavily zinc-coated soft temper steel. The standard combinations of mesh is shown in Table. In order to reinforce the structure, all mesh panel edges are selvedged with a wire having a greater diameter. Reno mattresses are divided into uniformly partitioned cells by internal diaphragms.
What Is Zinc Coated Wire?
Metal wires are used to bear mechanical loads and carry electricity and signals, among other uses. They are produced by drawing a metal through an opening known as a draw plate. Wire gauge is the general term used to define different sizes of standard wire thicknesses. Coating the wires with zinc is a popular practice to avoid rusting, which causes wires to become brittle.
Gabions (from Italian gabbione meaning "big cage"; from Italian gabbia and Latin cavea meaning "cage") are cages, cylinders, or boxes filled with soil or sand that are used in civil engineering, road building, and military application. For erosion control caged riprap is used. For dams or foundation construction, cylindrical metal structures are used. In a military context, earth or sand-filled Gabions are used to protect artillery crews.
Civil engineering: The most common civil engineering use is to stabilize shore against erosion. Other uses include retaining walls, temporary floodwalls, to filter silt from runoff, for small or temporary/permanent dams, river training, channel lining. They may be used to direct the force of a flow of flood water around a vulnerable structure. Gabions are also used as fish barriers on small streams.
Gabion baskets have some advantages over loose riprap because of their modularity and ability to be stacked in various shapes. They also have advantages over more rigid structures because they can conform to ground movement, dissipate energy from flowing water and drain freely. Their strength and effectiveness may increase with time in some cases, as silt and vegetation fill the interstitial voids and reinforce the structure. They are sometimes used to keep stones which may fall from a cutting or cliff from endangering traffic on a thoroughfare.
Gabions have also been used in building, as in the Dominus Winery in Napa Valley, California. The exterior is formed by modular wire mesh Gabions containing locally quarried stone; this construction creates an environment of moderate temperatures within the building.
Military use: In the medieval era, Gabions were round cages with open tops and bottoms, made from wickerwork and filled with earth for use as military fortifications. These early military Gabions were used to protect field artillery gunners. The wickerwork cylinders were light and could be carried relatively conveniently in the ammunition train, particularly if they were made in several diameters to fit one in another. At the site of use in the field, they could be stood on end, staked in position, and filled with soil to form an effective wall around the gun. Today, Gabions are often used to protect forward operating bases.

1)In agriculture , potassium hydroxide is used to correct the pH of acidic soils. It can also be used as a fungicide or even an herbicide .
2)It is a major industrial chemical used as a base in a wide variety of chemical processes. Some uses of KOH include acrylate ester copolymer coating, defoaming agents used in the manufacture of paper , saponifying oils for liquid soap, formulation aid for food, pH control agent, polyethylene resins, textile processing and as a catalyst in reactions like the production of biodiesel .
3)Other uses include in veterinary medicine in disbudding calves horns and to dissolve scales and hair; in human medicine ,poultry netting Gum Rosin, to diagnose fungal infections and as a wart and cuticle solvent; manufacture of cleansers. This type of compound is also used in washing powders, some denture cleaners, non- phosphate detergents , and drain or pipe cleaners.
4)A very significant use of KOH in terms of significance to the layperson is that alkaline batteries use an aqueous solution of KOH as an electrolyte. Angle Bead,Gabion Mat Perforated Metal Sheet Mesh

Standard Angle Bead provides straight corners for the walls when used over irregular surfaces. Plaster bead is used to effectively terminate plaster edge in a straight line at doors, windows and other openings,Black Iron Wire Aluminum Expanded Mesh, also used when plaster meets dissimilar material.
Stop Bead provides more surface area to receive sealants, protects insulation boards while applying sealants or primers. Used with all thickness of insulation boards. Stop bead enhances appearance of straight edges.
Angle bead can also be made of perforated metal: The intricate pattern of holes allows mud to penetrate through the bead to the drywall. The bead becomes part of the wall.
Perforated corner beads are adapt to framing irregularities and to match appropriate screed heights. Furnishes are galvanized steel and zinc (99% pure zinc) alloy.

QIAOSHI - hesco bastion - Engineered Force Protection
QIAOSHI - Hesco Bastion has been manufacturing force protection products since 2003. Its most successful product, the Concertainer unit, has been acknowledged as the most significant development in field fortification since the Second World War.
Hesco Barrier products have been used in many countries around the world including Afghanistan, Iraq, Bosnia, Kosovo, Yemen, Sri Lanka, Jordan, UAE and Turkey. Most military organisations currently use QIAOSHI Bastion products including the US Army, UK MOD, USMC, USAF and NATO.
In addition to the standard Concertainer unit, HESCO is constantly developing its portfolio of products in response to its customers requirements.
Multi-cellular wall system force protection product
The Concertainer unit is a multi-cellular wall system manufactured from welded Zinc-Alu coated steel wire mesh and joined with vertical, helical coil joints. The units are lined with heavy-duty non-woven polypropylene geotextile.
The Concertainer unit's primary advantage over other force protection systems is its ability to utilise locally available fill material to rapidly construct defensive barriers and other structures with minimal manpower and resources.
Units can be extended and joined together to provide effective and economical structures tailored to the specific threat and level of protection required. Concertainer units are available in a variety of different sizes and delivery systems.
Rapid in-theatre deployment container for expeditionary operations
RAID (rapid in-theatre deployment) has been designed to reduce the requirement for valuable manpower and equipment during the execution phase of expeditionary operations, such as the construction of FOBs and patrol bases.
RAID utilises a specially designed and engineered container to provide significant increases in the quantity of Concertainer units that can be transported in a 20ft ISO container footprint.
Deployment is easy and can be carried out using in-service material handling equipment such as wheeled and tracked earthmoving equipment, wheeled logistic vehicles or wheeled and tracked combat vehicles.
The unit being deployed is connected into a length of 2m x 203m (for RAID 1) or 1m x 333m (for RAID 7). These lengths can be easily split, providing excellent flexibility during construction. Corners can be formed, more units can be joined, and gaps in the wall can be created if required. The ability to split units provides the benefit of deploying only what is required; the remainder is left inside the secure RAID container for future use.
Protected accommodation for harsh mission environments
HESCO have developed a system that provides protected accommodation in harsh mission environments, such as those experienced in FOBs and patrol bases.
HAB is designed to house up to eight personnel, providing each with a personal space measuring 2m x 2m. HAB has sidewalls of specifically developed Concertainer units and a lightweight aluminium roof. It has been tested extensively against the effects of IDF weapons.
HAB 2 is a development of the HAB 1 concept, offering an improved level of protection for its occupants. HAB 2 is configured to allow easy access for emergency medical equipment, making it ideal for use as a front-line medical facility. Its components are completely reusable and the improved design provides a more useable interior space.
IDF protective bunker roof
HESCO have developed the HLBR (HESCO lightweight bunker roof), a rapid and easily erectable lightweight roof specifically designed to provide protection against IDF weapons. The roof can be built on almost any walls capable of taking the load that the roof will impose upon it.
Personnel and material bunkers
These HESCO bunker sets have been developed to utilise 40ft and 20ft ISO containers. Walls are constructed using specifically adapted Mil 1 Concertainer units to give a protective wall thickness of in excess of 1m. The roof design provides 0.6m of overhead cover. Material bunkers provide access from one end of the bunker, while personnel bunkers provide access from both ends.
Protection for sentries
The components of the HESCO guard post set provide a small protective emplacement with 0.6m walls and 0.45m of overhead cover. Embrasure (firing/observation point) forms are included in the set as are roof joists and roofing material. The interior space is 1.2m by 1.8m, with 1.98m of headroom.
Re-deployable security fencing
The HRSF (HESCO re-deployable security fence) has been developed by HESCO in order to provide a rapidly erectable anti-climb fence that requires no special tools or training, no 'digging in' of fence posts, and can be re-deployed with minimal effort. Available in three heights of 2.4m, 3.1m and 3.6m, all with an anti-climb front face. HRSF is rated to PAS 68 and will withstand attack from a light vehicle.

The more conventional use of gabions is illustrated here in a number of civil engineering projects.
The Hesco Concertainer gabion is available in a number of different mesh configurations and finishes to suit a range of applications.
In most cases a unit with a larger diameter mesh is chosen for the facing panel to enable the contractor to achieve the best aesthetic finish.

When Hurricane Katrina struck New Orleans, it caused a humanitarian disaster and triggered massive flooding throughout the city.
After Hurricane Katrina, the U.S. Army Corps of Engineers installed HESCO Concertainer to close a breach in the canal levee.
Crushed limestone, soil, and rip-rap was used as fill material, for the Concertainer units which provided the backbone strength in the levee core.

Three of these meeting rooms surround a main circular auditorium. The Hesco trapions perform a dual function of retaining the hillside into which the structure is built and as the walls of the building itself.

QiaoShi - Hesco RAID

Already acknowledged as the most significant development in fortifications since WWII, HESCO has developed RAID In-Theatre Deployment of Concertainer units.
Designed to reduce the logistical burden of supporting force protection missions on expeditionary operations. RAID utilises a specially designed and engineered container to provide significant increases in the quantity of Concertainer units that can be transported in a 20 container footprint and the speed and ease at which they are deployed on-site.
RAID allows swift deployment of any number of units, ready for filling. RAID units break naturally into five cell lengths, with the removal of two zip pins simply pull out as many or as few units as required. For longer walls, leave the pins in place and hitch up a suitable towing vehicle. Within minutes long lengths of wall are deployed using only one third of the manpower required to deploy the same amount using palletised Concertainer product.

- 2:1 increase in deployable quantity of Mil 7 Concertainer units from one 20 ISO container
- 2:1 reduction in truck movements when moving material forward

Engineered Force Protection

Concertainer Units
Concertainer units enable the construction of rapid and efficient engineered fortification with dependable protection characteristics, and can be used in a wide variety of configurations.
The Concertainer unit is a multi-cellular wall system manufactured from welded Zinc-Alu coated steel wire mesh and joined with vertical, helical coil joints. The units are lined with a heavy-duty non-woven polypropylene geotextile.
Available in a variety of sizes and delivered flat-packed on pallets or stacked vertically inside a RAID container, units can be easily extended and joined using the provided joining pins and filled with available material using minimal manpower and commonly available equipment. Units are given the Mil prefix to differentiate them from their civil market counterparts.
RAID (Rapid In-theatre Deployment)
RAID has been designed to reduce the logistical burden of supporting force protection missions on expeditionary operations, such as the construction of forward operating and patrol bases.
RAID utilises a specially designed and engineered container to provide significant increases in the quantity of Concertainer units that can be transported in a 20 container footprint. The container conforms to all ISO stacking and transportation standards.
This unique delivery system gives a reduction in the requirement for valuable manpower and equipment during the execution phase of the mission.
Deployment in the field is simplistic, and can be carried out using in-service equipment.
The unit being deployed is connected into a length of 2 x 203m (for RAID 1) or 1 x 333m (for RAID 7). However, these lengths can be easily split, providing excellent flexibility during construction. Corners can be formed, more units can be joined, and gaps in the wall can be created (for entry points etc). Splitting units also provides the benefit of only deploying what is required - the remainder is left inside the secure RAID container for future use.
HAB 1 (HESCO Accommodation Bunker)
HESCO have also worked on reducing the logistics burden of providing protected accommodation, particularly in the harsh environments experienced by those living in FOBs and patrol bases, where protection against IDF weapons is paramount.
HAB is designed to house up to 8 personnel, providing each with a personal space measuring 2m x 2m.
HAB has sidewalls of specifically developed Concertainer units and a lightweight aluminium roof. The bunker has been tested extensively against the effects of IDF weapons. Two HAB 1 unts can be shipped inside one standard 20ft ISO container, and can also be deployed by parachute.
HAB 2 (HESCO Accommodation Bunker)
HAB 2 is a logical development of the HAB concept, and offers improved level of protection for the occupants. HAB 2 is completely reusable and has been designed to give an increased interior height and a more useable interior space.
HLBR (HESCO Lightweight Bunker Roof)
HESCO have developed the HESCO Lightweight Bunker Roof (HLBR), a rapid and easily erectable lightweight roof specifically designed to provide protection against IDF weapons. The roof can be built on almost any walls capable of taking the load that the roof will impose upon it.
HLBR has a number of uses such as the roof for COLPRO, for living accommodation, or overhead cover for ammunition and explosive stacks. It is used in situations where there is a requirement for protection typically satisfied using timber or steel roofs. Shipped in a single wooden crate, HLBR has a maximum span of 3.3m and can be built by 4 men in around 5 hours.
Personnel & Material Bunker Sets
These bunker sets have been developed to utilise forty and twenty foot ISO containers. Walls are constructed using specifically adapted Mil 1 Concertainer units to give a protective wall thickness of in excess of 1m. The roof design provides 0.6m of overhead cover. Material bunkers provide access from one end of the bunker, while personnel bunkers provide access from both ends. Although a container is not absolutely necessary, and is not provided with the kit, it will provide enhanced protection, by acting as a spall liner.
Guard Post
The components of this set provide a small protective emplacement with 0.6m walls and 0.45m of overhead cover. Embrasure (firing/observation point) forms are included in the set as are roof joists and roofing material.
The interior space is 1.2m by 1.8m, with 1.98m of headroom. The complete set is delivered on a single pallet and is typically constructed in around 3 hours.
HRSFTM (HESCO Re-deployable Security Fence)
The HRSF unit has been developed by HESCO in order to provide a rapidly erectable anti-climb fence that requires no special tools or training, no digging in of fence posts and can be re-deployed with limited effort. Tunnelling toward a city with no more flood woes

A 100-kilometre tunnel linking Ayutthaya and Samut Prakan has been suggested as the latest solution to tackling floods in Bangkok to better direct water and avoid conflicts among residents.
Although the huge tunnel, 10 metres high and 24 metres wide,Tie Wire, would cost an enormous 200 billion baht, engineer Suchatchawi Suwannasawat, who suggested the idea, believed the project "suits Bangkok better than other alternatives".
The super tunnel has won early backing from Bangkok Metropolitan Administration's deputy governor Teerachon Manomaiphibul, who has urged the government also to get behind the project.
Advocates of the tunnel idea say conventional methods for directing water fail to do the job. Many networks of canals are illegally blocked by houses, which limits their effectiveness. Draining water from land which is densely occupied by communities can also lead to conflicts.
The varying topography of the city, with some areas higher than others,barbed mesh, makes it difficult for officials to drain and direct water to the routes they want.
But these problems can be avoided if the tunnel is built and "its construction has nothing to do with the expropriation of vast tracts of land as required by the construction of a floodway", said Mr Suchatchawi. He chairs the Thailand Underground and Tunnelling Group under the Engineering Institute of Thailand, which will take part in the 2012 World Tunnel Congress in Bangkok between May 18 and 23 next year.
The tunnel would be built near the Bang Pa-in-Samut Prakan outer ring road, extending 100km from Ayutthaya's Bang Pa-in district to Samut Prakan, which is the exit of the tunnel to the Gulf of Thailand. The tunnel will be divided into two storeys. Its upper half of 5m would be a six-lane road while its lower half would serve as a sewer to drain 130 million cu/m a day of storm water.
But in case Bangkok suffers such a large flood again, Mr Suchatchawi said,fence netting manufacturers, the upper half of the tunnel could be turned into a floodway to boost drainage to 260 million cu/m a day.
Bangkok can also earn "added value" as floodwater will be used to produce between 400 and 600 megawatts of electricity with a vertical tunnel called a "Power Generation Shaft" built as part of the project. Construction should take two years if the project is joined by many construction firms building different sections, Mr Suchatchawi said.
"We must have the government implement this tunnel project. The Bangkok Metropolitan Administration alone can't do it. It needs a huge investment," said deputy BMA governor Teerachon. "But I agree with the project."
City Hall has built its own giant tunnel linking Rama IX and Ramkhamhaeng roads. The 5km tunnel, 5m in diameter, which opened in February this year, can drain water at 60 cu/m a second.
The city also plans to build another three tunnels,不锈钢生丝, mostly 5m in diameter,Expanded Metal Meshes, as part of its flood prevention measures.
The Ratchada-Suthisan tunnel,雷诺护垫, construction of which began in the middle of this year,mesh wire, will run 6km from Ratchada-Sutthisan intersection to the Chao Phraya River. Others are the 13.5km Don Muang tunnel which will help drain water in Dong Muang, Chatuchak, Bang Khen districts and parts of the Sai Mai area and the 9.5km Suan Luang Ro 9 tunnel whose drainage will cover 85 square kilometres, including Phra Khanong.
Thailand is not the only country that is troubled by floods, Mr Suchatchawi said. Others countries face the same problem, but they have tunnels to drain water.
The US has a 174km tunnel in Chicago,石笼网, and Japan a 64km tunnel to drain stormwater.
Kuala Lumpur has also approved a new 9.7km tunnel divided into levels - a motorway on the upper stretch and a sewer on the other.
Mr Suchatchawi said he was especially upset comparing Bangkok's tunnels with Singapore's 300km tunnel network.
International body goes underground
The World Tunnel Congress is an international conference supported by the International Tunnelling and Underground Space Association.
Civil and mining engineers meet at the conference each year to present and exchange views on technologies and projects relating to underground constructions.
Thailand is among the association's 280 members, which include individuals, organisations,metal wire, companies and 58 entire countries.
Bangkok will host the World Tunnel Congress on May 18-23, after Canada and Finland held the meeting in 2010 and 2011, respectively.

(Reuters) - Rescuers searched for more than 100 people still missing in the southern Philippines on Sunday after flash floods and landslides swept houses into rivers and out to sea, killing almost 500 people in areas ill-prepared to cope with deadly storms.

"It's difficult to be certain on those missing," Gwendolyn Pang, secretary-general of the PNRC,black annealed wire suppliers, told Reuters. "The floods washed out whole houses and families inside. It's possible entire families are dead and no one is reporting them missing."
"The current was very strong. God is really good to us. He saved my family," she said. Only one 3-storey building was left standing in their village, Pulosan said.

The latest report by the state disaster agency said 327 people had been killed and 274 were missing.

"This is the first time this has happened in our city," Vicente Emano, mayor of Cagayan de Oro, said in a radio interview. He said officials in the area did not receive adequate warning before the typhoon struck.
"There was a deafening sound followed by a rush of water. We found ourselves in the river and the current took us out to the sea," Pulosan, from Cagayan de Oro, told Reuters.
"This pose challenges to us ... We need to educate people with this kind of change in climate,挂网," Pang said. "The volume of rainfall for one month fell for just one day."
Mindanao island, the southernmost in the Philippines, is a mineral-rich region that also produces rice and corn but is not normally on the path of an average 20 typhoons that hit the Southeast Asian country each year.

Estate operators erect flood dykes against future deluges

Two leading industrial estate operators plan to build a strong, permanent dyke around their properties to curb any future flooding.
Rojana Industrial Park Plc with one estate in Ayutthaya will spend 2 billion baht to erect a 67-kilometre dyke,U-shaped line, while Nava Nakorn Plc in Pathum Thani plans has earmarked 600 million baht for a 20-km barrier around its industrial promotion zone in Pathum Thani.
The Japan International Cooperation Agency will advise on both projects, which are aimed at restoring investor confidence.
Construction on the dykes will begin next month and be finished by mid-2012.
Funding will be via soft loans at 0.1% interest from the state-owned Government Savings Bank under the government's 15-billion-baht aid programme for flood-affected industrial estate operators.
Energy Minister Pichai Naripthaphan said the government must ensure the industrial sector's rapid recovery, as the devastating floods have rendered massive numbers of workers jobless.
The two estates employed nearly 500,000 people pre-crisis.
In a bid to speed up the pumping of water, the Electricity Generating Authority of Thailand, PTT Plc and private energy firms have jointly built 140 water drainage systems, each one comprising a water pump,Hesco Bastion-Flood Lines, tank and pipeline.
The industrial estates started draining water two weeks ago.
Rojana finally dried out on Wednesday,Perforated Mesh, and all of its 240 factories will resume operations next month.
Nava Nakorn should be dry sometime next week,Gravity Retaining Walls, and all 227 Nava Nakorn factories will also restart in January.
Witaya Launglueyos,Binding wire, the senior general manager of Rojana Industrial Park Plc, said many factories have started cleaning up, with three of them including Minebea and Nidec conducting test runs.
Gen Chainarong Noonpakdee, Nava Nakorn Plc's board chairman said his company will ask the government for a tax holiday since the cost of the dyke is relatively high.Clients will also be subject to a surcharge in their monthly utility bills to help finance the structure, he said.
Prior to the start of draining, microorganisms were introduced to help clean up the water, Gen Chainarong added.

Critical questions concerning flood damaged structures
1) Are the structures of buildings such as shophouses, commercial buildings and housing estates strong enough to tolerate water pressure?
This basically depends on the construction standard. Normally, concrete buildings are stronger than those made of wood since there are steel bars inside the concrete. If the building is designed and constructed according to professional standards, with sufficient steel bars and proper pillar size, it is quite certain that the structure can withstand the pressure of no more than two metres of water without grave structural damage or falling down.
2) Which part of the building can be damaged most in massive flooding?
Brick walls and the floors are the most vulnerable during a flood because they are the parts that come into direct contact with the water. The larger the surface,防滑钢格板, the more area will be affected by the floodwater and the pressure that comes with it. So, damage is more likely to occur to these parts compared to beams and pillars.
At one metre high, the water will exert pressure of 1,000 kilogrammes or a tonne per cubic metre. This will be doubled if it is two metres high. In reality, the wall and surface are only designed to put up with pressure of 100-200 kilogrammes per cubic metre for the walls and 200-300 kilogrammes per cubic metre for the floor. 3) What are the chances of the beams and pillars cracking?
Beams and pillars may be damaged if they are too small. Knock-down materials that are widely used in new housing estates can be a problem as there may be cracks in the connecting parts.
Besides, long-standing floodwater may devour parts of small pillars, exposing the steel bars to the water and causing them to rust. If this is the case, they urgently need to be fixed or the structure may crumble. If the cracks are severe, the beams will need to be replaced
Remain calm if you spot damages and cracks on beams and pillars as these may only be on the surface. If you find any cracks, call an engineer to check them
4) What about the foundation?
There are two types of foundation, one with foundation piles underground and the other on the ground. Watch out for the underground structure to make sure that the foundation pillars remain intact. At the same time,Flood Prevention technology-Hesco Bastion, the water may wash away the soil that holds the on-the ground foundation, causing the structure to become unbalanced.
5) Buildings with basements need special care.
Pumping water from a flooded basement must be carried out step-by-step with extreme care. Doing it in a rush can cause further damage. Initially, it's necessary to keep pressure balanced between the water in and outside the basement, or pressure outside the basement will push the wall, causing serious cracks in the structure. It's better to wait until the water outside recedes before siphoning the water from the basement.
6) Some guidelines for structural repairs.
If not severely damage, construction adhesives can be used for cracks in the walls and beams. The rust on steel bars needs to be removed and covered with rust-proof paint. Reinforcing the steel bars may be necessary.
Broken pillars must be removed and replaced immediately to prevent the structure from falling down.
Warped floors and walls must be fixed or rebuilt.

7) Other concerns in addition to structural repairs.

Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. Previously, people had to fill sandbags, a slow undertaking, with one worker filling about 20 sandbags per hour. Estate operators erect flood dykes against future deluges

Two leading industrial estate operators plan to build a strong,annealed wire, permanent dyke around their properties to curb any future flooding.
Rojana Industrial Park Plc with one estate in Ayutthaya will spend 2 billion baht to erect a 67-kilometre dyke, while Nava Nakorn Plc in Pathum Thani plans has earmarked 600 million baht for a 20-km barrier around its industrial promotion zone in Pathum Thani.
The Japan International Cooperation Agency will advise on both projects, which are aimed at restoring investor confidence.
Construction on the dykes will begin next month and be finished by mid-2012.
Funding will be via soft loans at 0.1% interest from the state-owned Government Savings Bank under the government's 15-billion-baht aid programme for flood-affected industrial estate operators.
Energy Minister Pichai Naripthaphan said the government must ensure the industrial sector's rapid recovery, as the devastating floods have rendered massive numbers of workers jobless.
The two estates employed nearly 500,000 people pre-crisis.
In a bid to speed up the pumping of water, the Electricity Generating Authority of Thailand, PTT Plc and private energy firms have jointly built 140 water drainage systems, each one comprising a water pump, tank and pipeline.
The industrial estates started draining water two weeks ago.
Rojana finally dried out on Wednesday, and all of its 240 factories will resume operations next month.
Nava Nakorn should be dry sometime next week, and all 227 Nava Nakorn factories will also restart in January.
Witaya Launglueyos, the senior general manager of Rojana Industrial Park Plc, said many factories have started cleaning up, with three of them including Minebea and Nidec conducting test runs.
Gen Chainarong Noonpakdee,Flood Lines, Nava Nakorn Plc's board chairman said his company will ask the government for a tax holiday since the cost of the dyke is relatively high.Clients will also be subject to a surcharge in their monthly utility bills to help finance the structure, he said.
Prior to the start of draining, microorganisms were introduced to help clean up the water, Gen Chainarong added.

Court finishes hearing Nonthaburi flood case

The Administrative Court yesterday finished its hearing on the case in which people from Nonthaburi complained about the negative impacts on their lives of flood relief measures.
The court will deliver its verdict to the complainants by phone or fax at a date yet to be determined.
The residents' group filed the complaint with the court last Wednesday against the government's Flood Relief Operations Command (Froc) and Bangkok Metropolitan Administration (BMA).
They said the Froc's decision to place flood barriers along Highway 340 and Kanchanaphisek Road to protect inner Bangkok and the BMA's refusal to open sluice gates to receive floodwater from Nonthaburi caused them hardship because the barriers and sluice gates prevented floodwater drainage.
Lead complainant Tossiri Poonnuan, 50, said although the floods were easing in Nonthaburi, her complaint was aimed at prompting authorities to solve floods for the general public without discriminating between people in different areas.
Chatchawal Panyawatheenant, deputy director-general of the Irrigation Department, who represented the Froc in the hearing yesterday,perforated wire mesh, said big sandbags were placed only one some parts of Highway 340 and there were other channels to drain floodwater from Nonthaburi.

Prime Minister Yingluck Shinawatra will explain the flooding situation in Thailand to leaders at the upcoming ASEAN summit, to be held in Bali, Indonesia, from November 17 to 19.
Speaking on her weekly program "Yingluck Government Meets the People," broadcast on Radio Thailand and the National Broadcasting Services of Thailand (Television Channel 11), the Prime Minister revealed that she would take this opportunity to make better known Thailands flood relief and recovery plan and package, in order to rebuild confidence in the country among international investors.
At the ASEAN summit, Prime Minister Yingluck said that she would meet leaders of major countries, such as President of the United States Barack Obama,蜂巢挡墙, Prime Minister of Japan Yoshihiko Noda, and Prime Minister of the Peoples Republic of China Wen Jiabao. She would thank the leaders of these countries for their support to help flood victims in Thailand.

Prime Minister Yingluck said that she had canceled her trip to attend the 19th Asia-Pacific Economic Cooperation (APEC) summit held in Hawaii on November 12-14, because she was concerned about the flooding situation and would like to stay in the country during this period to handle the situation. Deputy Prime Minister and Commerce Minister, Kittiratt Na-Ranong, was assigned to represent the Prime Minister at the APEC meeting.
In her video message to the APEC CEO Summit in Honolulu, the Prime Minister cited the recent flooding as the worst in Thai history and it posed a critical and immediate challenge to Thailand and its economy. Torrential rain from five successive storms gave rise to unprecedented flood levels, affecting more than one third of Thailand, as well as some other countries in the region.
The video message recorded on November 4 stated that remedy and assistance measures would be readily available for the seven flooded industrial estates, so that operations could be resumed within 45 days. New distribution centers would be set up in the provinces. Soft loans of up to 8.3 billion US dollars are being planned for SMEs, entrepreneurs, and industrial estate developers. Prime Minister Yingluck reaffirmed that nothing would be spared in the Governments efforts to help everyone who has been affected to regain economic strength.
She pointed out that massive and effective plans for the long-term phase would be developed for the future management of natural disasters,expanded metal lath, especially from floods. Billions of US dollars would be spent to develop flood-proof industrial zones and to build effective nationwide multi-hazard disaster management system with effective early warning and rapid response capabilities.
Speaking to the Thai people on her weekly radio and television program on November 12, Prime Minister Yingluck reported that the flooding situation in the central region was now improving. The Government is accelerating water drainage and the digging of various canals to drain water into the sea as quickly as possible.

It is a great pleasure and honour for me to welcome the Secretary General to Thailand once again as guest of the Royal Thai Government, and to congratulate him on his re-election as Secretary General for a second term.
Thailand - UN Relations
We discussed the long and productive relations between Thailand and the United Nations. I re-assured the Secretary General that Thailand values our position as a hub for UN agencies in the region,UTCC Q1 growth hinges on post-flood measures-Gabions, and we will continue to fully support the activities and work of such agencies.
I also underscored the importance that Thailand attaches to strengthening our partnership with the United Nations in all of its three pillars-security, development and human rights.
Flood Situation in Thailand
The Secretary General expressed his interest and concern for the flood situation in Thailand, for which I expressed my appreciation. I emphasized that the Government is working around the clock to helping relieve all flood-affected people in cooperation with the public and private sectors. We are also formulating a long term policy on water management to prevent any future repetition of this crisis.
The Government has promptly transferred, with much appreciation,perforated wire mesh, the relief items contributed by UN agencies to assist flood victims. On this occasion, I would like to, once again, thank the United Nations and His Excellency the Secretary General for the continued support and contributions made to the Thai people to help alleviate this crisis.
ASEAN - UN relations
Thailand fully supports and looks forward to even closer cooperation between ASEAN and the UN. We expect to adopt a Joint Declaration on the ASEAN-UN Comprehensive Partnership at the ASEAN-UN Summit in Bali later this week. I also mentioned ASEAN's aspiration to play a more proactive role on global issues in international fora in which we hope to receive continued support from the UN.
Other Issues
We also discussed many other issues of mutual concern, including peacekeeping, health, and the situation in the region. I reiterated Thailand's support for the UN's efforts in promoting international peace and security, particularly through peacekeeping and peace building, in which Thailand has deployed troops and police in various UN operations around the world. I also underscored the great importance that the Thai Government attaches to the issue of health, particularly for vulnerable groups such as women and children.
Closing
In sum, our fruitful discussions reflect the traditionally close relationship between Thailand and the UN which we will continue to nurture.

Military Barriers/Hesco Bastions

The QIAOSHI's Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible metal wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.
Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.
Assembly
Assembling the Hesco Bastion entails unfolding it and (if available) using a front end loader to fill it with sand,kanaami, dirt or gravel. The placement of the barrier is generally very similar to the placement of a sandbag barrier or earth berm except that room must generally be allowed for the equipment used to fill the barrier. The main advantage of Military Barrier, strongly contributing to their popularity with troops and flood fighters, is the quick and easy setup. Previously, people had to fill sandbags, a slow undertaking, with one worker filling about 20 sandbags per hour. Workers using Military Barrier and a front end loader can do ten times the work of those using sandbags.

Many workers gathered at the entrance of the Nava Nakorn Industrial Estate in Khlong Luang district of Pathum Thani yesterday to inquire about the status of their workplaces. They are uncertain if their factories will resume production and if they will still be employed.
Employment will drop both in production and service sectors. Impacts are relatively serious on self-employed people, sub-contractor and daily workers.
Somkiat Chayasriwong, permanent secretary for labour and SSF chairman, yesterday said the cut will be applied on contributions from both employers and employees to ease their financial burden in the wake of the flood crisis.
The Social Security Fund has decided to cut the contributions of flood-affected employers and workers to the fund and lend money at low fixed interest rates to struggling business operators next year.

Some employers lured workers into resigning from their jobs during flooding by claiming that voluntary resignation would guarantee their re-employment in the future.
Production halts have also taken place at industrial estates that face flood risks in Bangkok. The situation affects about 380,000 workers in the three provinces. The flooding this year also affected 600,000 foreign workers in deluge-hit provinces as a whole.
The SSF will also provide loans worth 10 billion baht to boost the liquidity of flood-affected business operators.
The concern is serious for workers at the Saha Rattana Nakorn Industrial Estate in Ayutthaya and the Nava Nakorn Industrial Estate in Pathum Thani as the compounds still remain at least one metre under water. There are more than 400 factories in both industrial estates but operators are still unable to salvage their plants and employment concerns have arisen for more than 170,000 people who worked there.

They said that some employers paid them 50% to 75% of their salaries during the flooding,Froc mulls disbanding as emergency phase ends-波浪网, but other employers had laid off workers.
Operators with up to 50 employees can borrow up to one million baht each. Those with 51-200 workers may borrow up to 2 million baht and those with 201 employees or more can borrow up to 4 million baht.
Most flood-affected enterprises will resume their business and recruit workers again. The Labour Ministry has prepared 150,000 jobs for the workers who cannot return to their companies.
"Actually the voluntary resignation deprives the workers of unemployment compensation," Ms Suthasinee said.
The Labour Ministry will seek cabinet approval for it to issue regulations detailing the assistance under the scheme, Mr Somkiat said.

Thirty-one enterprises have laid off nearly 10,000 people and 11 more companies are likely to follow suit by laying off another 2,600 workers.
The loans will be available from Jan 1 next year with 3% interest fixed for three years for borrowers with collateral and 5% interest fixed for three years for borrowers without collateral.

Factory and machine repairs and salvage will take one to three months while automotive and electronic industries will take six months to resume.

In a bid to speed up the pumping of water, the Electricity Generating Authority of Thailand, PTT Plc and private energy firms have jointly built 140 water drainage systems, each one comprising a water pump, tank and pipeline.
Construction on the dykes will begin next month and be finished by mid-2012.

Virabongse Ramangkura, a former finance minister heading a reconstruction and development committee established this week, said he would consult in Tokyo with officials from Japan's Ministry of Economy, Trade and Industry on how best to aid the stricken businesses.
Prime Minister Yingluck Shinawatra has tried reaching out to Japanese businesses. Japan's ambassador accompanied Yingluck on an inspection this week in Ayutthaya,Welded Gabions, just north of Bangkok, where several flooded industrial estates have begun cleanups.

(Reuters) - Thai consumer confidence fell to a 10-year low in October because of flooding that has taken 533 lives and shut thousands of factories, with another industrial estate threatened on Thursday as water spread in the east of the capital, Bangkok.
"The flooding has dragged down consumer confidence and it will probably fall further if the economy is severely affected and the government can't speed up rebuilding within 3-6 months," said university economist Thanavath Phonvichaisaid.
The consumer confidence index from the University of the Thai Chamber of Commerce UTTC.L slumped from 72.2 in September to 62.8 in October, its lowest level since the aftermath of the September 2001 attacks on the United States.
The flooding began in the north of the country in late July, ruining a quarter of the main rice crop now being harvested and overwhelming industrial estates north of Bangkok in October.
Now the capital itself is in danger. Residents in a third of its districts, mostly in the north of the densely populated city of 12 million people, have been advised to get out.
Water has seeped into parts of Bang Chan industrial estate in the eastern suburbs, home to 93 factories run by local and international companies including Nestle SA (NESN.VX), instant noodle maker YumYum and President Bakery Pcl (PB.BK), which makes buns for McDonald's (MCD.N) and Farmhouse bread.
Yongyuth Thongsuk, deputy permanent secretary of the Industry Ministry, said 16 companies had temporarily shut.
"Most operators who have stopped are in the painting and industrial glue businesses," he said. "Major food producers like Nestle, Farmhouse and YumYum are still operating as normal.
Industry Minister Wannarat Channukul told Reuters factories had been advised to raise machinery from floor level but the estate was only at flood alert level one, meaning firms could decide for themselves whether they should continue operations.
Wannarat said 10 more pumps would be brought in on Thursday to add to the 44 the estate already used to push water into a nearby canal. "If all goes as planned, we should still be able to defend this estate," the minister said.
Idthipol Patimavirujh, deputy managing director of Daily Foods Co Ltd, the third-biggest milk producer in Thailand, said its three plants at Bang Chan were still working.
"We can't stop producing. Bang Chan is now the only big kitchen left for Bangkok people," he said.
ECONOMIC TOLL
The central bank has slashed its economic growth forecast for this year to 2.6 percent from 4.1 percent and may have to cut it further if the flooding spreads right across Bangkok, which accounts for 41 percent of the country's gross domestic product.
"We still cannot tell the exact damage, but it will be higher than 120 billion baht," Deputy Governor Suchada Kirakul told reporters.
The UTTC put the damage at 300-400 billion baht and forecast economic growth of 1.5-2.5 percent this year. If rebuilding did not start quickly and Europe's debt crisis worsened, it may be just 0.5 percent, it said.
The floods would cut foreign tourist arrivals this year by up to 800,000 from the 18 to 19 million expected, at a cost of more than 20 billion baht, Suchada said.
Suvarnabhumi international airport in the east of Bangkok is functioning normally inside a reinforced dike at least 3 metres (10 ft) high, but the old Don Muang airport in the north of the city, used mainly for internal flights, is closed.
In streets south of Don Muang, stagnant water chest-high in places was starting to leave dark stains on buildings in places, a Reuters reporter said. Many locals have refused to evacuate, some getting around on bamboo rafts, others waiting at flooded bus stops for transport provided by the military or aid groups.
Workers are trying to hold the line at the city's Bang Sue canal running from east to west, pushing water into the Chao Phraya river and stopping it from overflowing to the south.
Reuters reporters in the area said workers had largely managed this so far. But highways to the north of the country are inundated and Rama II Road, the main route to the rubber-producing south, which has not been flooded, is under threat.
Thursday sees the Loy Krathong festival, when Thais like to float offerings of food, flowers and candles on rivers and lakes, a symbolic pushing away of bad feelings and bad luck.
But Bangkok Governor Sukhumbhand Paribatra has cancelled a big event on the fast-flowing river and urged people not to float their offerings in flooded areas. That would add to the tonnes of rubbish lying in sodden piles in the streets, he said, and the candles were a fire hazard.
The Chao Phraya river snaking through Bangkok has another phase of high tides from Thursday to Monday but a navy official said water should not reach the record high levels seen at the end of October, when banks overflowed in places.
